Mizoram School Education Dept clarifies on SSA Fund

Aizawl (mizonews.net): Reacting to the recent accusation by the MNF that an order has been sent secretly to Middle Schools and Primary Schools to furnish a false report on the purchase of school uniforms under SSA, the Under Secretary, Goverment of Mizoram, School Education Department, issued a clarification on Wednesday.

“The SSA State Project Office released the fund which it received for purchase of school uniform for the session 2011-2012 on 10.2.2012 to every District (vide letter No. G.24012/1/11-SPO (SSA) dt. 10.2.2012. Then each, without delay, released again to different schools without delay. And all the Schools were notified to submit utilisation certificate, before three months from the date of release of the fund,” the statement said.

The government also said that since some schools did not submit the utilisation certificate even after 3 months, they were notified again.

“And, as direted by SSA framework and Director, Ministry of Human Resource Development, Department of School Education & Literacy, Govt. of India letter No. 15/4/2011-SSA (PR), the School uniform must be bought by School Management Committee (SMC); therefore the fund has also been sent to the same,” the government said.

Moreover, it has also been notified that the fund should be utilised according to Regulation No. 14 (a) and 15 (i) of the Mizoram SSA Mission (Constitution, Function & Power of District, Circle and Village Units ) Regulation 2002 and Manual on Financial Management and Procurement (FMP). “Therefore, not a single letter is sent in secrecy or concealment,” the department said trying to end the controversy.
