Aizawl (mizonews.net): Mizoram Cabinet headed by Chief Minister Lal Thanhawla met here yesterday at the Chief Secretary Conference Room in the New Secretariat Complex at Khatla to discuss perfomance of various departments but the issue of striking government staff over pay did not come up during the meeting.
As many as 13 agenda were taken up among those include the stamp duty on Government department bill paid monthly by regular government employees, council of ministers and parliamentary secretaries which is now raised to Rs.1
The proposal of District Deputy Commissioners to appoint all the heads of offices in their respective district as Reporting Officer for purpose of Performance Appraisal Reports (PARs) was also accepted. However, this will not include Superintendent Engineer of Technical department.
The Cabinet also okayed implementation of the Performance Monitoring & Evaluation System (PMES) Results Framework Documents (RFD), which is as Central Government system for evaluating the performance of government departments.
The proposal of Education Department including all colleges was also accepted. Other agenda like The Mizoram Industrial Policy,2012, Draft Mizoram Judicial Service (second amendment) Rules, 2011, and proposals to set up District Office under Economics & Statistics Department at Mamit, Kolasib, Champhai, Serchhip and Lawngtlai was also accepted.
The Draft Mizoram Co-operative Societies Rules, 2012, after necessary amendments, was also accepted.
However, the agenda on Public Sector Enterprise Restructuring in compliance to Asian Development Bank (ADB) Loan conditions has bben kept for reconsideration by its related Finance Departments.
The demand of Donbosco Society of Thenzawl for provision of plot for construction of School building and others was also accepted by the Cabinet Meeting. The request for ‘land lease’ by David Lalmuanpuia, Khatla for purpose of Amusement Park at Kelsih was also accepted. Also, the proposal to allow free Right of Way (ROW) to Mobile Service providers- RAILTEL (Railtel Corporation of India Ltd) and BBNL (Bharat Broadband Network Ltd) was also accepted. This is in connection with optic fibre cable for the plan of e-governance. The proposal to give Pre and Post Matric Scholarship to students of Technical, Medical and Professional line was also accepted.
In the mean time, nothing was said regarding the agitation of Joint Action Committee on Pay Anomaly (JACOPA).
