Mizoram sets terms for amnesty to Hmar rebels

Aizawl (mizonews.net): Mizoram Home Minister R Lalzirliana on Friday issued another appeal to the Hmar People’s Convention – Democratic (HPC-D) rebels to shun the path of violence and come overground.

Lalzirliana said the state government was ready to extend general amnesty to those willing to return to normal life.

Talking to reporters, he, however, warned that the police would continue crackdown on the militants who were “continuing violent activities”. The HPC-D are demanding an autonomous dictrict council in norteast Mizoram where the Hmars are a majority.

“If they come overground, we would offer general amnesty and rehabilitate them by giving financial assistance through the New Land Use Policy (NLUP) and other governmental programmes,” Lalzirliana said.

He also reiterated that the Congress government never regarded HPC-D as an insurgent group.

It was because of this that we have arrested HPC-D chairman H Zosangbera, ‘Army chief’ Lalropuia and ‘Deputy Army Chief’ Biaknunga, he added.
